It would be awesome if lets just say that for some variaton and the feeling of the universe and when you have the time:

1. Include (either in upgrade or as a serperate faction) the Storm Covenant and the rebels, it would work best thought that they would be a upgrade since they are really only aesthetics

2. The Flood: just to have a Third side, of course as you said yourself's you need to find out how to properly have them represented in game

3. have a upgradable neutral structure "Forunner Forge" that can build the different varients of sentinels, and be upgrade to a "Promethan Composer" that can build Promethan units

now of course this is alot, but it is in the end up to you

he is leaving the ai so far as I know, you can download sorian ai however, and to be honest I prefer it that way, to have the new units to myself and not the ai
