I don't think your PC specs have something to do with it, if you are running the game normally usually.
Try in the launcher to click on "clear user directory", and reinstall the mod. But be carefull, because it will delete the others mods you installed in ~/Documents/ParadoxInteractive/HeartsOfIron4. So, making a backup seem to be better.
At last, make sure you don't have several mods activated.

odd why didnt i recive an notification for this comment and the mod works but its odd that i codnt run the mod on an 32 bit system
