Yes, although almost all the text is in russian because they haven't made a translation yet :)

The installer worked for me, so it does work.
I suggest you try to download it a third time.

What is the purpose of the translation files/"patch"?

Also, will there be a fully functional english version w/installer anytime soon? (or a norwegian language version if you feel like performing another miracle apart from getting this far on a Warhammer mod ;P)
