I personally think that both options are completely up to the designer. Hand made levels can wow the player with brilliant detail and personality that only the designer can conjure up, while procedurally generated levels let the players use their own imagination to create in their minds why the level looks the way it does.

Never really cared for graphics, Half-Life is by far one of the best games I have ever played, low detail or not. The graphics don't change my opinion at all. If the game has a story and decent gameplay, it's all I need. Nice attempt though.
