We did get a varation of this "working" in Shadow and Flame. It was an immense amount of work however and in the end, still proved very buggy and messy. It may sound simple saying "make it like Total War" but in reality it is most definitely is not. There is only so much you can do through coding and in this instance, there is way too much work for too little gain.

His tail attack alone can one shot a full battalion of Heavy Armored Anorien Achers, Easterlings, etc. His Final power, the inferno clone, instakills pretty much anything that isn't a hero in a HUGE radius. So goodbye any chance you may have had to kill him with archers. Then add Fireflight and Fireball, both of which do very high centered damage with quick cooldowns. Perhaps you should try him yourself first before jumping to conclusions.
Smaugs definitely not weak. He's near impossible to kill if you keep him safe. Him not being able to kill a builder in one hit means nothing :P
