install 3.0 first like the installation instructions say, i think thats what u did wrong
What does it load? The mod itself, campaign, or a battle?
It has been implented, multiple submods use them all. Those settlements were made by Leo.Civil.Eufs after the mod leader KingKong was gone from the mod.
The MOS and DaC submods both use them, i recommend getting either one of those, depending on your preferences. :)
The mod team's leader quit on it since the popularity of his mod basicly gave him a job in the gaming industry. :)
And for updates: Check the submods section on the TWCenter page for this mod, there is so much more stuff on there! Mod DB is just a download link for the main mod basicly.
Here you go, i recommend DaC because that submod adds the most improvements and new stuff to TATW. :)

Stand-alone? Like.. Not needing to buy the game to be able to play this?

2. We dont support that because its illegal and medieval 2 deserves the money you pay for it, its a good game.
You dont need to have steam for this mod. Ad long as you just have medieval 2 with kingdoms youll be fine. Just make sure to install 3.0 before adding the patches.
Like i said. Install both parts of the actual mod before the patches (3.0 pt1 & pt2).

You installed the mod, yet you do not know where it is.... I give up on this one.

Deleting the descr_geography_new files in your Third_Age_3/data folder should fix it.

Also delete the map.rwm in Third_Age_3/data/world/maps/base if it's there.
Windows 7 seems to solve that problem. I don't know any other solution, sorry.
Garrison script for players would make the game too easy. Its simply made because the ai often leaves frontline settlements undefended. And yes you can delete the script, but i really recommend not to, the game will simply just be way too easy. Also i dont know how to.
To make the game more challanging for the players. It's called the garrison script. Not all AI settlements get them though, just their important ones, and it's a diffrent garrison per settlement that they get, depending on how important the settlement is. So yeah, for besieging Gondor, you will need to make a good army first. :)

3.0 is needed, aswell as 3.1, then you can install 3.2.
The mod's creator made that little error, but he's quit modding afaik now, so i guess that little text derp won't be fixed anytime soon. :P
Go to your Third Age data folder: Medieval II Total War\mods\Third_Age_3\data
When there, delete the descr_geography_new files.
Just use the links provided here, safest way of downloading it without any ******** arround it, simply download and install and done, no other programms needed.

No, not possible, since uploading the full game + mod would go against the rules (piracy). And piracy is not supported. :)
But if you just download 3.0 both parts, 3.1 and 3.2, you can simply just follow the instructions of the installer that comes with it.
Just try it by following the installation instructions closely, if it didn't work, just reply to my post here.
By simply buying the disk version of the game.
