The city is going to be the main setting, yes, but interiors and exteriors will be broken up between maps, because of the limitations of the Source engine.
Consider releasing a very small map-pack, focusing on one or two aspects per map.
Are you going to consider open-sourcing any of the maps you made?
I've played with these, too, and I can attest that they're actually a bitch to get working correctly. There has to be a 1u gap between the sprite's origin and where the effect is actually coming from, or it won't render at all.
Also, check out the spotlight on the center-left: why is it pointing directly at the bent? If there was some construction and they were working on... patching the concrete or something, I could see it, but from here it just looks... odd.

It's not that it's too thick, distance haze can be fairly heavy, it's that it's the wrong color.
