I tend to favor a SEAL or Pathfinder + 3 missile defenders inside my firebase, but don't forget you can supplement firebase defenses with helicopters, termite and mule drones, as well as Avengers. However I don't PVP and as a result I'm not sure what is the meta for USA when it comes to turtling.

Well; firstly it doesn't heal infantry it heals buildings. Has no weapon change ability, no garrison ability, and can't shoot on the move. It's just a mobile defensive artillery/mine layer.

I think hunter mentioned something on the forums that he found a way for mobile command trucks to work in chemical labs and would be looking into implement it in the next update.

Well firstly; Venom is just an really hightech prototype armored suit.It's not an general purpose use unit.
GLA doesn't have the tech to create their own.
China is more about mass producable units then hightech (Venom's an exosuit pretty much so it wouldn't really fit their style.)
USA while being the more high tech standard issue faction. It would be bland gameplay wise as gameplay would go more along the lines of;"Because faction A has Unit B; Faction C gets Unit D." and the devs are more about unique gameplay and just giving everyone faction their own spin of the same unit would pretty much get rid of the uniqueness each faction has.
ECA actually is more of an turtle/defensive faction then an glass cannon.
USA's more about versatility as their units can often serve multiple purposes (although you are partially correct as usa has one of the most diverse and powerful air units in game)
Russia's more over assault tactics based and has extremely reliable helicopters

I find when the AI builds an protocol or if I build an pandora it ends up triggering super weapons for some reason.

Nope, but in that case you can use an rocket barrages from AH1Zs or your own navy (Gunboat swarming is the best)
Missile defenders can target amphibious units effectively from what I've played
1) Helipad wouldn't really have enough space for an Harrier Jumpjet
2) That'd create certain redudncies as that feature is primarily unique to Russia they don't want everything to constantly be the same and a bit bland otherwise everyone would get helipads.
3) ECA only gets like 2 helicopters, the other 2 air vehicles are planes actually

1A: Game-play wise the Dev team doesn't want this to be realistic and is more about how the game plays out, Russia gets the Topol-M ECA gets neutron based artillery. ECA deploy neutron based nuclear weapons from the Pandora, and Russia will be getting an Topol-M which for 5k$ per missile can fire an nuke (Takes time to load and arm the nuke though), secondly neither side wants things to boil down to an nuclear war as it'll ensure nobody wins.
1B: Lore wise the USA here prefers precision over messy blast damage super weapons like nuclear missiles, ECA also has the Pandora which deploys neutron based weapons as well as upgrade several generals powers, and russia has Topol-Ms that will be coming in-game in the next update. Also GLA would probably save the nukes to devastate enemy capitals.
2A: Dev's would know but I'd say it could theoretically be used as often as the particle cannon although I would think it'd be limited to firing only during the day but I could be wrong about that. And I'm not sure if it would be considered an WMD by international treaties. as for power I'd say it could probably level an entire battalion sized force.
I don't think it'll be able to carry troops it's awesome as it is for those artillery players that make heavy use of howitzer positions :)
no it's like an flying avenger of sort. it boosts fire rate of friendly units when they target the same hostile the bloodhound is, and if you have howitzer positions built it can mark them for fire via howitzers.
I'd also assume the Black Bears would face an Manticore when the russians get pushed back and forced into retreat in the hopes of buying Russia time and delaying the enemy. Sorry about my first post I kinda skimmed through and thought you were asking if Black Bears could outmatch the Manticore :p
