Source is a capable engine, but to make maps look like this, it is a lot more difficult to do in source compared to some other modern day engines. For example, in UE3, you can easily apply high quality textures and sharers, and use vegetation tools to quickly paint high quality plant-life. However, in source, mappers have to do things like paste a lot of special entities to make maps look this good,for example, func_detail, which takes a lot of time and effort. Please correct me if i I am wrong about anything, as i am a coder, not a mapper :P

maybe a simple npc creator addon to the editor would be nice to help map makers who lack in coding skills create more customized npc's? I started working on one for my own engine(based off qfusion) and wasnt that bad, just forgot about it do to me moving on from the engine and other projects and real life having more priority. Also how well documented is the uscript/c++? Descent Doxygen/javadoc would be a must for me :).
