Can someone tell me how you acquire this upgrade

Anyway ya also obviously a scout (cybran) i get this idea from the units shape and if u look closely u can see blade like prapellers that suround what looks like a stealth field generator abd since cybrans are known for flexability (ships that walk on land,nuke missle and defence silos,etc.) so why not a scout that is fast on land and in the air

cybrans have legs uef have wheels or legs and illumanet have just whatever the hell they want
