Uh, to add on to that, can anyone point me to a guide on setting up a dedicated server for this? I've never run a ut2004 dedicated server and I'm running into problems that I can't find answers to.

Holy crap. That's an incredible difference.
Because to many servers had the dumb thing giving new people the impression that it was part of the game. Of course its a cheap plugin, it made the survivors way to overpowered.
Haven't you heard the good news? 1.2 broke the stupid upgrades plugin and the guy who made it isn't updating it.
