This sounds like an amazing, fun idea, but the work until it can be released as a stable mod shouldn't be underestimated.

I've seen this little guy only in 1 single map in EP2, this zombie doesn't appear anywhere else in whole Half-life 2, and can't be made by cutting away legs.
