The way this worked for me was that I first did the job for Crutch's bodyguard, steal a case from the Diggers - this is at the northern building at Aggroprom not the Duty outpost. Later in the game (after other quests) I got a job to visit a scientist at Agroprom. For me, this resulted in a cut-scene sometime after going to Agro. I was caught by the Diggers I had stolen the case off & HAD to go into the underground. After this I visited the scientist & could enter the Duty base some time after. Hope this helps.

You will be able to enter the underground later in the story.

My game broke because I went to Outskirts before going to Garbage. Now I can't get Andrew to go to the Cordon transition point with me so can't complete the mission & get to the Garbage (Take out the trash, honey). Loaded a save before Outskirts & mission completes no problem. Used this save, went to Outskirts & back and now mission is bugged. Anyone else had this problem?

Don't know if this is common knowledge but food gets poisoned if you are irradiated to red level. Take B-190 drug beforehand to prevent this.
