My friend Baziil knows more, so you shall ask him...
You need Mod SDK (software developmnet kit) for this game, you can find it on official site commandandconquer.com, it includes sample mod, which you can use as template for you mod and build on it. Best start for beginner.

Well I have a problem with creating mod.xml file and we don`t know how edit pictures of venichles, and where to get that programm.
