I had the same problem. I installed it, but as unable to access it through Steam. Here is an illustratino of my problem:

Click on the picture to enlarge it. But Shown is where the mod (aom- Afraid of Monsters) is installed. It appears to be in the right place since all the other mods in that folder are present.
What the problem was, was that aom is NOT a source mod. It is an original half life mod. So in my case, I would go to "'... / Valve / SteamApps / boobiethief / Half-Life' " because I cant stick it in Sourcemods.
So put it there and you should be good to go. Then try accessing it through Steam
