This is because you screwed up something in the main game directory. (usually caused by mods)
Solutions:
Try a complete reinstall:
-Delete SW
-Delete ZH
-Delete game directory
-Reinstall everything

The other reason can be if you start it with a mod, but the game is not patched.
Solutions:
-patch the game to v. 1.4
