It would be cool but "good guys??" aint no such thing in 40k I mean ye the imperium as humans and therefore protaganists maybe link that to good guys but in the 41th millenium there is only war other than that imp+tau+eldar

And Imperium itself is one of the bad guys. The only "good guys" are Eldars and Tau, they are not fighting because they want, they fight only when they need. Humans are xenophobes = attacks anyone different than them, even their own. Chaos... says for itself. Orks are bad guys in term they are looking for big fight, but technically arent that bad. Necrons, they are mindless, and fights for C'Tan, which want to eat living beings. Dark Eldars are bad guys for enslaving others. Eldars are fighting only when they want to stop a bigger threat. Tau only when they are attacked or expand, and Tyrraninds... they want to destroy all :) When i will warp into that age, i will better join Tau than Imperium.

some schola location got bomb'd and now a young barely competent commisar-to-be wakes up in the ruins, the remains of his friends and class-mates strewn around him as obscene wet scraps of meat

the nearby orphanage also got hit. He can hear children crying in the direction of it - but he can hear no survivors in his visinity, nobody from the schola building other than himself survived.

hé hobbles over to the orphans he can hear crying. they tugging at the remains of one of their supervisors, an adult who's entrails have been smeared over a large area. looks like the adult just got the children out of the orphanage before it was hit.

The would-be commisar gathers up the children and wonders what to do. looking around in the ruins there is not much to see... but the armored vault in the schola progenum sticks out - the armory!

there's your plothook. teen commisar and child soldiers (stat as guardsmen, modify stats whatever way you see fit) - arm with a lasgun for teenisar and laspistols for the kids...
