Well in terms of 40k, I suppose love CAN bloom on the battlefield. He is stalking her indeed. If he does shoot her, it will just be a tranquil dart. After the dart knocks her out, he will sneakily carry her into his room in the battle barge ship with a teleporter beam and the rest is history.

Honestly, I think he's an imposter. A REAL Vindicare would have shot her in the head from 2 kilometers away. No need to get that close.
All I can say is that he is stalking her because he probably has a boner for her. Besides, how is that heresy?
