Coal powered lifts and trams are state of the art and highly expensive technologies. The Emperor does not approve of such expensive luxuries being installed on his warships; such trivialities may be reserved for privately owned vessels.

Here in the Imperium, we power our trams with slave labour and lots and lots of pulleys. Like a boss.
