Well they have to make babies that grow up and then get send off to the front lines eventually, so if she has to conscript she can't make more soldiers to serve the Imperium.

That's not cloning, in the natural sense, Vitea Wombs need a human or surrogate in order to grow the fetus.
The AdMech hate what they are doing and do not call it cloning themselves either. Not to mention all of the side effects of cloning like warpy craziness.

The AdMech has cloning pods, that is cloning.

Reading the source material on the artist's DeviantArt page, this is not Krieg but one of the countless Imperial worlds they are liberating from the enemy. The citizens were disappointed that their liberators did not look like angels but a single girl was still thankful and thought giving out a flower would be a nice thing to do.
