we all know what the arbiter will do hell slam away the gun with his power maul and shoot in the mean while an arbiter is way better trained than a cultist

pretty sure those aren't the same
thats true but even then we can see who is gonna win because arbiters are better armored then your standard guardsman and in training is about equal to a stormtrooper

Well, the arbiter in WH40K is based in Judge Dredd´s comics, and "Arbiter" means "Judge"
