he just had to FORGET to reload before the bolter ran out...
I assume somebody in the back is watching that Eldar. Both types rank as the least trustworthy of Xenos. Tau and Orks won't betray you until after the battle is over.

That is why you tell your teammates to cover you while you reload (But the Chaos Marine did not do a good job at that did he not?).
