The C'tan had a midlife crisis and instead of buying a porsche they created them.

Anybody else notice those Monoliths just kind of floating around in the air? I thought they just hovered...
Naw, They can fly, Interstellar travel is easily within there ponderous movement. They do move agonizingly slowly though.
