It's just part of the suburbs.
Building a city on top of a block of ice, totally not a bad idea.
Given those sewers drains Im betting the cities infrastructures goes through the ice and well below it into the ground :P You know since those Adeptus Mechanicus guys just love to go over the top when ever they are building anything ...
