He may be a genetically enhanced super-soldier and burn with the fury of a thousand suns; but in between all the destruction of xenos and purging of heretics and traitors, there is always time for a hug :)
The funny thing is that Salamanders have adoptive families back in their home planet. So having them interact with the general populace with kindness is no unheard off.
Besides, along the Spess Worfs they are one of the few SM chapters who do give a **** about the common Imperium's citizens.
Raven Guard is also quite protective about civillians and guardsmen.
