Well, it's an emperor class Battle tank after all and so it would probably be almost as rare as an emperor class titan.
Also the world of 40k bends the laws of physics violently, so it would probably not be as hard to turn like in real life.
When it comes to maintenance, the Imperium of Man is arguably the richest faction in 40k and they have resources close to infinite, so maintaining like 6 of these would be a minor/tiny problem.
the only truly "infinite" resource that the Imperium has is Imperial Guard conscripts.
and the Imperium - being the ->technologically stagnated<- pile of bureaucracy that it is - has problems properly maintaining anything bigger (and more sophisticated) than a Leman Russ or a Rhino. nothing is routine when it comes to repairing huge vehicles with lacking technological know-how. some legendary relic tank like this breaks down, they're going to be fixing it for a week or two and even then irreplaceable components can and will be lost.
You have a good point. If this tank was created back in the Great crusade they would probably have maintained this quite easily. Since they have lost SO much of their technology since the Men of iron turned their backs on humanity during the end of the Age of Technology, i can clearly see why they don't innovate that much at all, simply because they are scared of making mistakes or failures in the eyes of their "Machine God".
The Tau and Tyranids are the only two major races evolving at an alarming rate, while all the others have just come to a stand or just evolving their technology very slowly but surely like the Necrons for example.
The Dark Mechanicus just need some more STC'S to be able to develop something really useful.
the taui have the possibility of usurping control from the imerium, but only because they got lucky. The Imperium doesnt have the chance to turn its full might against the tau because of all the other enemies, so they will keep on being the ingenious blue devils theyve always been.
The tyranids on the other hand are more of an entity that has evolved to suit the needs at the moment. Basically they evolve to face challenges at an alarming rate. Basically OP Darwins Law lovers
