1) The Emperor is dark-skinned, not a Caucasian,
2) It's not the wig that counts.

He is actually Caucasian however, since his origins date to Neolithic Anatolia wherein most hunter-gatherer tribes present in that region were likely the ancestors of Mediterranean peoples, specifically, the Greeks. Most artwork I see him in, he looks neither Nordic, or Mongoloid however, but somewhere in between, i.e northern Mediterranean such as Greek or Roman. 33.media.tumblr.com

Furthermore, if the Emperor was not Caucasian, it begs the question as to why most of his gene-sons, the primarchs, had White features, especially blond hair which was present on at least 4 primarchs. All of them had light skin with the exception of Vulkan, who we know was mutated to an extent by the conditions on Nocturne in his early life.

But on another note; the guy in the pictures looks more like a heavy drug user rather than the Emperor of Mankind.

By "Caucasian", I merely meant the pure-white-pinkinsh-skinned Nordics/Anglo-Saxons... not the typical Mediterraneans, who tend to have milder complexion &/or features. My mistake for the poor choice of words :)
And the Primarchs are not 100% gene-related to the Emperor (Jaghatai Khan, Magnus?)...
In any case, yes... The man in the picture is... Neither striking nor charismatic (or so his appearance might lead to think, at a glance)

Caucasian generally refers to anyone who is not Negroid/Mongoloid. White refers to one of European descent. To give a better example, you would consider a Persian man to be "Caucasian" but not exactly White European. Although he could be very closely related to European genes (Indo-Aryan).

Knowing the Emperor, he could have obtained a few genetic samples slowly over the course of human history from the mothers of the greatest human heroes, but the "father" set of those genes would be his. Jaghatai Khan for example, would be distantly related to Genghis Khan by means of preserved "mother" chromosomes. Roboute Guiliman would be distantly related to Augustus Caesar by the same means. However, since the Nordic blond-hair as some of the primarchs had, or even red hair in Russ's case, is usually represented by a recessive gene, it is reasonable to assume that the Emperor is very strongly related to Europeans. Otherwise, those alleles would not manifest.

At the end, it boils down to mere interpretation. I've seen the Emperor portrayed as dark-haired Nordic before, while in other images, he looks native American. The best balance in between the myriad examples is thus a Greco-Roman phenotype, where you have the recessive blond and occasional red.
