Had no luck finding the author or if it's Warhammer 40k at all.
to me it looks like a mash-up for Warhammer, Star Wars and "modern sci-fi franchise X" designs.
-the helmet looks like it came from a clone or stormtrooper armor variant
-the armor components, proportions and equipment - chaingun, loincloth, power fist - are clearly 40k-inspired
-and finally the armor's surface shapes remind me of Halo or perhaps Command & Conquer.
i kind of like it.
And to add to confusion the mark on the shoulderpad is that of the Alpha Squadron from Starcraft.
and there's the chest lights too
I have to admit that it looks quite impressive. Whether or not if it's something from 40k or not, the design is clearly based on the SM terminator. Could potentially be a depiction of the "original" terminator armor or it could just be some random artwork someone made in their spare time.
If this is a recreation of a terminator (if they even existed back then) during the Dark Age of Technology i would guess that the weapons consists of a fast firing Volkite or laser based chaingun with a huge fist like weapon which could most likely be a power fist.
But in the end i don't really know. Could just be a mash-up like Joazzz said.
