3-4 chapters? That would make them around 4,000 strong, but they are actually the size of the legions of old so around 100 chapters in size making it 100,000 strong-ish.

Also, beside WB and UM no one counted more than 100k men. And dont forget the losses of the HH + splintering of the legions into warbands (
Still, with the onset of the 13th Black Crusade as well as the fact that the Black Legion have absorbed a number of renegades within their ranks from other Legions as well as marines that have either renounced their oaths to the Imperium with their chapters or as part of a smaller force.
Plus with some of the updated fluff (I, myself, am eagerly awaiting A D-B's new Talon of Horus series) points to them still maintaining their pre-heresy/heresy-era numbers.
And the Sons of Horus did count more than 100,000 Astartes. Its in the Forge World Book Betrayal. Up to the heresy the Sons of Horus had around the strength of 130,000 to 170,000 with additional forces allocated to count for those not assaigned to the main fleets.
The Word Bearers were the 2nd largest Legion for a short time, and it was only after their rebuking from the Emperor that they gained such numbers.
The Ultramarines had the 500 worlds of Ultramar to recruit from, which allowed them to have an effective battle strength of around 250,000 astartes. Not counting those specialists such as officers, apothecaries and techmarines.
Not only do they create Space Marines inside Space Marines, they make Chapters inside Chapters! This soldier is not impressed.
