It's a Nurgle mutant/spawn
Not sure: too much blood and mutations as for Nurgle. And totally no any trace of desease and decay. Most likely just a random mutant from Undivided.

Eh, an artist says, yes... I can draw a fig and say that it is an aquila. So what? Does it mean that you will have to call it an aquila too? The picture is great, no doubt. But in WH universe nurgle followers are represented as plague bearers, with bloated, decaying bodies, full of purulence, vomit and flies. If this mutant has at least one of abovementioned features, I will take my words back.
It has bloated blisters in the spine and the root of the claw on the top of the shoulder pad. Also, there's ooze dropping from it. That should count for Nurglic.
He is not bloated. He is maimed due to serious mutations. While Nurgle followers have only insignificant mutations. That dropping ooze is a blood. Corpses, rotted long ago don't have blood.
I said he has bloated blisters, not that he is bloated.
Anyway, if you want to seriously dispute the thing, discuss it with the author.
Gonna go with Exalted here, definitely looks Nurglish. I see rivulets of pus and bile and infected blood aplenty, as well as a sickly green color scheme on that armor.
Seems Dark Mechanicum to me...
Most likely he is, but our dispute is more about his overlord...
