We know you've got your opinions, and we know that like most gamers you can be vocal about what you believe. So we've gone and created a place for you to do just that.
The Soap Box is a new group designed specifically to pool together the community's opinions on everything from violence in games to intellectual property, from MMORPG obsessions to scandals in the modding world. The requirements for entry? An opinion, a good grasp of English, and an understanding of the rules. No insults, no libel, but other than that you're welcome to stand up and make your point.
The Soap Box is also the place we're likely to be looking for the best of the community's writing for front-page highlights, the pinnacle of thoughtful debate, and members sticking their heads above the parapets and letting their opinions out.

OK cool idea, i would like to start off by asking this, do you think art (this would use standard game settings, but have original and amazing work) or coding (would use default textures and models but have really original game play and extras) alone can make a mod great... Pick one :P
Honestly i think art would get a mod out there more then code if it was one or the other!
You should write an article with that question, and why you think art :D
I personally reckon code, look at something like Minerva. As Hunter-Prime said, adding art takes at least a bit of code whereas re-using the assets is relatively straightforward.
What do you count maps as?
maps would be art i suppose, something like Minerva is a good example of art working without too much heavy code (i do know that code is sometimes needed to get things to work).
I agree totally with you but the problem is that "art" need the "code" if you want to see your mod released, even the simpliest thing like adding a texture (for HL2 for example), you need to do a little coding, but there is the tutorials :)
