why are battle droids retarded? i could not find anything on wookieepedia about that. lol
maybe their AI systems are a s*** because the trade union had technology to build . But not to program a decent AI for them. Or maybe they were so cheap that doesnt worth to expend money in good AI, the same to the storm troopers, they die so easy that it doesn't worth to train them... Ironic don't you think? Because the training would increace their chance of survival
