Ya, I was surprised to see her not kill him, I was hoping she would have because she honestly has that cold-killer mentally about her. However, I think part of the reason is one because Disney might have gotten some **** about the other decapitation scene so a blaster shot is not as "violent" I guess. Two I think the other half is due to character development, she along with the other Rebels want to prove they are better than the Empire. However thanks to Rouge One and general fact that Rebels now actually shows Stormtroopers dying like crazy, we see that there not, so no the Rebels are not the good guys, in fact, they can be bad guys and are like the Empire in so many ways. Of course, the lesson that can be drawn up from that is War has different effects on people, it can change people for the worst or for the better. In Sabine's case, I think it has cut both ways she is not so quick to put a blaster bolt through people's heads, unlike other Mandalorians. However, it has also made her weak because Saw has a point the Empire will not show mercy to traitors and rightfully so. So you must at times be willing to kill the enemy without hesitation. An Enemy that is dead cannot fight another day.

TL-DR version- Sabine has developed morals about who to kill and not to kill, essentially making her stronger in some aspects and weaker in others.

Depends on the argument you wish to make. Stormtroopers do go through a degree of brainwashing before being circulated into the Imperial ranks. High rank units especially are more fanatical so you have no choice but to kill them.

Practically speaking it's not like the rebels can appeal to your average Imperial soldier's "better nature". These men and women have been put through a cult like influence to pursue and destroy perceived threats to the Empire's stability. That's only natural for a autocratic government. How else could they maintain control in their military? Fear only goes so far, you need to breed fanaticism for the sake of loyalty. Making for little wiggle room in regards to the rebellion's tactical options.

With that accounted for, it's purely up to Sabine if she wishes to kill a man who is at her mercy. She hasn't been put through the same extensive brainwashing as a Imperial so she isn't as convicted in taking the life of another. Up to this point she's been dealing with the faceless/expressionless enforcers of the Emperor's will.

It's rather different killing someone face to face at your mercy.

I'll add even with warrior traditions she was not given enough time and proper guidance to truly be "Mandalorian". At least, if you go by old Republic standards. It's one thing to have a mother who's in the Death Watch, it's entirely another to be surrounded by a culture that epitomizes war and conflict like they used to be in the glory days. So even with that background, she's more like a half baked cake with the rest improvised via people with a conscious such as Ezra, Hera, and Kanan.

A very valid point, however, Sabine was an Imperial Cadet and she herself stated she use to believe in the Empire. So she more than anyone should understand what it means to be a brainwashed drone. However after everything that was revealed its no wonder why she doesn't see stormtroopers as that way. Because they do have a choice ultimately, she made her choice to flee after the things she did for the Empire. People like Crix Madine and Soontir Fel also had that choice as well, so while the soldiers of the Empire are brainwashed they still have a choice to believe in that brainwashing or not. Not every German sided with Hitler, for example, the Kreisau Circle was one such group. So Sabine was brainwashed but she chose to look past that brainwashing once she saw what the Empire was doing to her people with the weapon she built, she could have gone along with it, but she did not. This also begs another question wtf kind of weapon did this teenage girl build....no seriously wtf did she build they have mentioned it twice now and have not put a name to said weapon.

Whatever it was, if its use helped subjugate Mandalore then it must've been formidable. Hopefully they don't drop the ball and do expand on it later.
