Capitalist societies value risk taking and investment to grow enterprise and voluntary interactions to maximise social cooperation. If you tax the businesses, its simple, they will go to another country since they know it will be a lot cheaper. If they do this, the employees of those businesses will loose their job. They will no longer provide any money to the government and neither will the businesses. The government will have less money for services and more people will go on welfare which the government eventually won't be able to afford. He is right, taxing businesses is not going to help the economy. You might say that what if people don't spend more money when the government print more money for them, but then whats the point of printing money in the first place?
