Where do you put the mods for the steam version? And when I make a sever it crashes (i have windows 7)

Official servers are gone for good but there are still few people playing through Hamachi and other programs.
Are there any popular Himachi Servers out there for this game?

Or just create one if you need.
Cool but only the first one works. But no one online :( I want to play with someone on this game so bad as the AI are completly dumb sometimes.
