*The top scientists at NASA and of the countries consisting of the BSA, meet together to discuss plans of action. After 3 weeks of brutal debating and agreements, they have agreed on a set plan. They present the plan to first the Leaders of all branches of the BSA military and the secretary of defense. All of which nod approval and then it is shown to the executives who again agree.
For the next 5 years, sections of the top secret project, men, machines, and resources will be launched into space from the Launch facility in Florida and the new one in Maine. The first launches begin later that night and the basis for the project is launched into space after a message is sent saying that it is merely materials for a new project. Soon afterwards, smaller shuttles containing construction engineers are sent up and begin to put the framework together.
While this is being developed, the prototype of a new super weapon is tested deep underground at the Section 8 facility. As that one was being tested, their newest project is unveiled to the world: Weaponized Sonics.
After almost 3 decades of testing, Sound based weaponry, or sonic weapons, are finally a reality as the first Vehicle to carry such a device is rolled off the assembly line and is shipped to the 1st Armored Walker division for testing. The 1st has also been renamed to the Experimental Division for obvious reasons.*

So... Your projects are going to take either just as long or longer depending on what your building.

As mine is a smaller station, at least the weapon station is. So my weapon will be online and ready to fire before yours is xD

*Europe acknolowdges it, soon an announcement is made around the world that in a few short hours a rocket carrying four astronaughts will blast off from earth refuel at the ISS and go to the Moon. A few hours later the rocket blasts from off from England, carrying the four said astronaughts. They dock for fuel with the International Space Station before blasting off towards the moon.*
