Description
Yes. A Time Lord named Omega created the "hand of omega" - a device of unknown proportions with the capacity to collapse a star into a black hole. And likely perform other black hole manipulations such as open / undo one. Thus the first ever black hole was created for the eye of harmony to power the Time Lord empire.
