Yes, the joke you're missing is that everyone expects that food stamps are snot suppose to buy luxury foods like sushi but in fact people can and will buy those foods.

The only reason I know any of this is because I worked at a sushi bar in a Kroger and one of the most common question was "can I buy this with my food stamp?" (some of the other most commonly asked question are: which one would you suggest for me (answer: usually the most expensive ones we think we can get them to buy), Is the spicy sauce really spicy? (answer: yes), Does the California Roll contain any crab (answer: depends on the shipment of imitation crab we got))

I never meant to imply that everyone in the US (or even a large percentage) uses food stamps.
