Anyway on a serious note, this could technically work if you apply the energy to the correct part of the storm you could technically damage or redirect it. Unfortunately I doubt rednecks are smart enough to figure out where to apply that energy and the amount of energy they'll be throwing at it won't be enough.

You would need millions of handguns, firing in synchronicity, or on a perfectly repeating volley pattern.
Not even the USA has that many guns, or that trigger discipline.
