Well, I live in Japan so...
And does it actually happen?
Sadly, I haven't seen or heard of this holiday because there are so many Japanese holidays. o_O (my guess is yes because... it's Japan) Oh, and I don't live on mainland Japan where I assume this takes place. :'(
So... this applies to you to?
I need to visit Japan some day, just to gauge how wierd they are for myself.
I don't think weird is the right word to use. Pardon me i'm just a fan of Japanese culture. We all have our share of odd holidays now don't we?
What is so odd about our western culture :)

i already knew about this from vsause. i learn a lot of random stuff from vsause. although this was most likely in a WAC, which i'm pretty sure stands for weird, abnormal, crazy.
This happens in USA, I know for sure in LA subways there is a day where people gather as groups and ride the subway like above.
Reminds the theme of Austin, Texas.
Must go... to... Japan!...
