I assume there is a flood analogy in this somewhere
There is, it's called Refugees. They're whats infesting the Ring.
Something that never belonged there, but immigrated regardless.
But then you find out the Forerunners intentionally kept flood specimens on the Halo rings to be experimented on in the hopes of finding a complete cure to them.
