The bike lock is obviously supposed to keep thief's from stealing this persons sandals :P

Actually I was looking at the bikes and the people lying on the pavement, Holland is full of those, surely you cannot deny that xD
Actually, it's not so stupid. Thief can take it away, but he can't ride it.
