Rome 2 in its initial release, yes, after all the patching though I find it quite enjoyable. And they're a bit more lenient with modelers than they were in the days of Empire, Napoleon and Shogun 2. Not as modable as Medieval 2 or the original Rome but its more mod-able than the last 3 TW games
