Freelancer is really a great game, and I love to play it!
For me, the best mod for eons to come is definitely Crossfire 1.9, I almost call it an official Add-on for Freelancer. Well, if you consider the incredible work put into it, it might be even true!
And still - I haven't given up the hope that there will be a Freelancer 2 one day - although I take Crossfire 2.0 / upcoming Continuum as such a sequel. Can't wait for them!
