If you brighten it up, it reveals a story.
Maybe the Sister Location was closed due to gas leaks so they brought the characters out and into the new factory underground. Also in the source code it says to look out for Circus Baby as she could appear at a neighborhood party near you. Meaning that they just teased her reappearance from the underground factory! That makes TOTAL sense.
