Are they GDI?
Well, obviously they aren't Nod. Neither Scrin, cause their weapons are always integrated to their corpses/armors/vehicles. They don't have any signal of mutation, so they can't be The Forgotten, too.
yes they are GDI.. GDI would have all that advanced weapon systems.
