What are you talking about?
That this is not really generals. Graphics moved somewhere else. And units are the same. Same bus, same technical, same overlord... Only in graphic style I don't like.
Are you talking about the bags on it? That's not armor, that's the sacks of the accompanying infantry. That's added to make the pic look realistic.

I mean the concept as whole.

I get where you're going, but the ingame model is totally not as bumpy and cartoony as the RA3 Apoc, or most of the models for that matter.

only some units are different... if u want EVERYTHING new then go play Tiberium Wars lol... its looks nice

Looks similar, mainly the Gatling cannon. Mine plows are nothing new tho.
