Everybody hates him because he absolutely screwed Episode I's ratings. He made the rest of the movie look to serious with his blatant stupidity. I liked him, but still...
his blatant stupidity made the movie funny. u got to admit, you needed some straight up humor here and there to keep kids comin, and not every one understood qui-gons dryly commented jokes/puns.
The Jar-Jar character in and of itself was annoying, especially when compared to the rest of the Gungans who were essentially believable and could have been taken seriously (especially the Jar Jar ridiculous muppet voice vs the normal accented speech of the other Gungans) in the context of Phantom Menace. The bigger problem was how every time it showed him throughout the entire movie he was absurdly stupid... just watch him when Qui-Gon and Obi Wan jump from the overpass in Theed to knock out the Federation droids in the plaza or when he's walking through the sandstorm on the way to Skywalker's home or really any other time it ever shows him doing anything. Basically try and find a scene throughout that entire film where you don't just want to force choke Lucas.
