Both. China bought license to produce aprox.150 Su-27 but later begun to make more with indigenous modifications and upgrades. This caused a dispute but was later cleared as apparently China later bought a full license for everything, including the engine.

And boy, those Saturns are a massive part of what makes the Su-27 so good. Good investment by China I say.
