Looks like the characters are cell shaded but the world it a slightly different but similar style, Theres alot around just google cell shading, this is like the first link Bluesfear.com

From what I can tell in the one image, the chakra itself seems to have a fresnal/incidence effect so that it is more transparent where it faces the camera, and more opaque as the edges face away. Setting it up depends on the program you're using, but using those terms should point you in the right direction (http://matrep.parastudios.de/index.php?action=view&material=271-final-fantasy-gost for example)
i use unity3d for set up the texture for kyuubi.
but i see the link that u have give me is very cool and interesting
but i don't know how to use,i put in unity3d but i can't open it.
I use 3dmax for 3d models, not blender but thx thx a lot because u have open my eyes for find the correct word for find an effect like the original kyuubi ("ghost effect")
I have post a new video that show the effect in game without ghost effect but only transparent effect.
